Annual General Meeting June 30, 2012 Interlaken Fire Hall 1) Introductions and Welcome – The President, Jim Vigmond welcomed approximately 50 – 55 people in attendance to a Happy Canada Weekend. A moment of silence was requested for those individuals on or from the lake who passed away this year: Steven Coates, Jim Evenden and Donelda Barclay. 2) Special Guests, Township Councilor and Local representative for Lake of Bays, Virginia (Ginny) Burgess and District Councilor Shane Baker were present. Ginny reported regrets from Mayor Bob Young. The Mayor’s Report of the tax report is available through the township website. The township has worked diligently to eliminate the deficient from last year. She gave special thanks to the Sinclair Advisory Committee of Bruce Cameron, Lynda Arnold, and Larry Barber for their work. The West Oxbow Lake Rd. snowplowing is still in discussions. Lynda Arnold has been working on getting the township to plow the road during the winter months. This has not been well received by some of the other councilors. The mayor has been working with Bell Canada re: Improvement of Cellular Service. Discussions are on-going. On July 28th, a fundraising BBQ sponsored by Oxbow, Rebecca/Bella and Tasso/Toad/Camp/Blue Lake Associations and the Station 50 Fire Fighters will be held to help with the replacement and outfit of a rescue vehicle. The present one has seen over 20 years of service. Ginny is hosting the event at her property. Tickets are available from the volunteer fire fighters, and include a roast beef & pork dinner. Both Murray Arnold and Bruce Cameron apprised people of the need to support this important function. Donations of $50.00 and over donation will have a tax receipt issued. Shane Baker announced that the Huntsville and Lake of Bays (LOB) have completed their fire committee/fire service review with 69 recommendations. Huntsville and LOB have to agree on a funding formula. The LOB will be upgrading their funds in this regard. District Council/Planning Committee can supply testing kits for the lakes. Muskoka Rd. # 8 is upgrading its Sinclair Township Transfer Site similar to Dwight’s Transfer Site. It was tendered for approximately $178,000.00. Shane advised that over 100 km of road ditches were completed this spring and thanked the appropriate parties from the Limberlost area. According to Shane, OPP are issuing zero tolerance tickets for individuals on the lake without life jackets, boating licenses, safety kits, etc. Please advise all guests who may visit your cottage. A question raised by Gary Lachance about the township’s views on ATV’s. At present, it is illegal to travel on any township roads. The LOB is not looking to change this policy. Jim Vigmond acknowledged thanks to both Ginny and Shane for taking the time to visit the meeting. 3) 2011 AGM Minutes MOTION Be it resolved that the Annual Meeting Minutes from July 2011 be approved as distributed. CARRIED Lynda Arnold provided an information sheet to those in attendance. This should be available to cottagers who rent their premises so those guests are aware of various responsibilities, events and activities. Oxbow Lake website is www.oxbowlake.org. 4) 2011-2012 Treasurer’s Report – Diana Leicht reviewed this with the cottagers. As of June 30, 2012, we have a balance of $4,944.64 in the account. Cottager’s can now go on-line to pay their yearly dues. The report was circulated throughout those in attendance. Proposed cottage dues were recommended at $40.00 for next year. A $500.00 fire donation was provided by the association. A question was raised about increasing the donation to the fire station by another $500.00. MOTION Be it resolved that the Treasurer’s Report be accepted as presented and discussed to include the increase donation to Station 50 Fire Hall. CARRIED 5) Lake Stewart’s Report – Angie and Peter Heydon. Angie shared a 2 page document on the water transparency of our lake. Angie explained that Oxbow Lake is very healthy. Phosphorus (enemy of the lake) and fertilizers or soaps with phosphates can harm the lake. 6) Huntsville Lake of Bays Lakes Council – Tonia Di Sabatino advised that she has attended 6 local meetings throughout the year. This group focuses on a large range of topics from lake conditions to tax discussions. She is looking for a volunteer for this committee. Approximately 4 meetings per year. 7) Roads Report – Bruce Cameron – The road was graded and treated with dust control this May/Spring. East Arm Oxbow Lake Rd needs some culvert work. 8) Upcoming Summer Dates – These were made available on the 2012 Information Sheet. The question was raised by Tonia to move away from the August 1st long weekend for the social event because too much is happening for most cottagers. The new social date was selected for August 25th. Angie and Peter Heydon are organizing the Regatta on Saturday, August 5th at the Oxbow Lake Community Club. If you wish to help out, contact Angie by email. 9) No Wake Zone & Lake Signage – Bruce Cameron reported that the no wake signs seem to have made some improvement on the lake. No wake = 9 knots/hr. John Lilly raised the issue that there is no boat launch sign at the former government dock area. This is a township issue and has been reported to the township by J. Lilly. 10) Neighbourhood Directory Listing of cottage contacts – Updated as of June, 2012. This booklet is available through Lynda Arnold and will be emailed or mailed upon payment of this year’s lake dues. CARRIED Other Business •Clay Brown stated that he is a guest at the upcoming Artists of Limberlost. •John Lilly inquired about trimming limbs along West Oxbow Lake Road that are overhanging in various areas.
